Wizhelp currently shows the commands that you can use, based on your level.
If you need to see lower level commands, use 'at level xx wizhelp'.

Actually, you can pull up wizhelp files for commands above your level. Wizhelp index brings up all of them, and then you can view them. In addition, there are several commands that come up for me on just a normal wizhelp that I am not highenough level to run. There are some discrepancies. I think changes have been made over the years to command levels, and the wizhelp file wasn't updated to reflect that.
